Vu Duc Dam, Deputy Prime Minister of Vietnam, signed Resolution 569/QĐ-TTg on 11 May on the announcement of the Strategy for the development of science, technology and innovation by 2030.


1. To renew the science, technology and innovation mechanism, to improve the state management capacity in science, technology and innovation

a) To change and develop the legal system related to science and technology in a way that will meet the new requirements in the development of science, technology and innovationpromoting innovation along with science and technology; establish a legal framework for the implementation of pilot, experimental and specific mechanisms of new types/economic models based on science, technology and innovation. Conducting research to renew mechanisms, policies and laws regarding investment, public investment, public procurement, government budget, public goods and taxes to promote and develop science, technology and innovation activities. To develop intellectual property laws and to protect and use Vietnam-created intellectual property efficiently and reasonably.

b) Comprehensive renewal of management activities, developing science and technology tasks at all levels for promotion, transparency, objectivity and simplification of administrative procedures; digitize the management process, database of science, technology and innovation resources; to reform financial management, payment and settlement, and to accept the principle of risk and guilt in science and technology activities; creating favorable conditions for the participation of companies in the implementation of scientific and technological tasks; To review and amend the laws on the management of scientific and technological tasks in order to eliminate the difficulties and obstacles to the transfer of ownership of scientific and technological tasks using state capital.

c) Restructuring programs, scientific and technological tasks for the creation of product value chains and creating added value. Focus on developing new and high-tech national products to create new industries and new high value-added products, especially in Vietnam’s strong sectors such as agriculture, manufacturing and processing, services, information technology, among others. Establishing some major national science and technology projects and programs in various key areas where Vietnam has strengths and potential to solve long-term problems of particular importance for national development.

d) to unify the state management of science, technology and innovation, to strongly promote science and technology-related innovation, and to increase the effectiveness of cooperation in the development and implementation of mechanisms and policies that promote the development of science, technology and innovation; Simplify the device by focusing on the design of mechanisms, policies and strategic directions, planning and training plans to develop the qualifications of science, technology and innovation managers at all levels.

dd) Developing the science and technology forecasting system, creating guidelines for the development of science, science map, technological innovation roadmaps, with emphasis on areas such as health technology, artificial intelligence, new materials, energy storage and some related fields, investments of large companies for some priority sectors with

2. Improve the national innovation system

a) Developing a national innovation ecosystem that is closely linked to the region and the world. Developing innovation ecosystems in industries, agriculture and services together with national and global value chains, industrial clusters; where large corporations play a central role in leading innovation activities, and government governing bodies play a role in creating an institutional environment and favorable policies to foster links between companies, research institutes, universities and organizations in research, practice and innovation activities.

b) To develop systems of national innovation centers, innovation centers of sectors and regions and entrepreneurship support centers in order to establish and create innovation clusters connected with high-tech zones, residential areas, financial centers, venture capital funds, universities and universities. research institutes.

c) Establishing open innovation platforms and innovation networks to attract all domestic and foreign investment resources to create new technologies, new products and new jobs.

d) To strengthen the links between the innovation network, entrepreneurship network, innovation centers and scientific research and technological development centers at home and abroad.

3. Attracting and efficient use of all investment resources for science, technology and innovation

a) To ensure that 2% or more of the state budget is spent annually on science, technology and innovation and should be increased gradually according to the demand for science, technology and innovation development. Ensuring that expenditures are used for the right purposes.

b) To review and remove barriers and limitations in order to increase the amount and scale of funding for the scientific and technological development of companies; creating optimal conditions for companies to raise funds and use them effectively for science, technology and innovation activities; to provide by law a certain rate of investment for the investment fund in the development of science and technology of state enterprises.

c) Perfect the public-private partnership mechanism, legal intermediaries for angel investment, venture capital funds, community investment funds, digital technology platforms that mobilize capital to invest, to provide more resources for science, technology and innovation.

4. To make research institutes, universities and other science and technology organizations major research players

a) To change and improve the regulations regarding the autonomy mechanism of public science and technology institutions. Evaluate the allocation of funds to public science and technology organizations based on periodic assessments of their results and operational efficiency, in connection with the implementation of a model in which the state orders and executes the tender for the fulfillment of scientific and technological tasks, and implements mechanisms for allocating a budget for the final product according to the results; It gives autonomy and responsibility to public science and technology organizations in the construction of the organizational structure, the recruitment and use of human resources, the use of capital, and the fulfillment of scientific and technological tasks.

b) To reorganize and simplify the organizational system of public research institutes. Focus on establishing some research institutes from economic sectors and regions into centers of applied research and innovation that serve the priorities of the economic and technical development of industries and economic regions. Encourage the merger and consolidation or privatization of research institutes that no longer meet the conditions of investment priorities. To prepare and implement the transfer project of some public research institutes operating in basic research to universities and academies in order to promote links between research and education. Build the capacity of policy research institutes across sectors and localities.

c) Developing policies and solutions for universities to be scientific research and technological development centers as well as a source of information for innovation activities. Develop strong research groups and some international research groups; graduate and research students are important forces in scientific research and technological development; linking postgraduate education with research topics and projects; to support the establishment of research centers and the transfer of intellectual property. Investigate a mechanism that allows researchers and teachers to participate in the founding of start-up companies based on the results of scientific research and technological development. To make Hanoi National University, Ho Chi Minh City National University and some universities of technology become the core and driving force of Vietnam education system, which will reach the advanced level in terms of training of high-quality human resources and rank in the leading group in Asia, scientific research and innovation. Transform regional universities into human resources training, research and knowledge transfer centers at the service of innovation in regions and regions.

d) To focus on the development of some science and technology institutions at the regional and global level. Make assessments, publish rankings and select potential science and technology organizations for their development on which investment will be focused; adopting mechanisms and policies for ordering and assigning scientific and technological tasks. To develop the Vietnamese Academy of Science and Technology and the Vietnamese Academy of Social Sciences at the base and center of Vietnamese science and technology. To encourage investment in the form of public-private partnerships with large companies and foreign partners to develop centers of technological excellence in universities and research institutes; To promote the establishment of scientific research and technological development facilities by multinational companies, international innovation centers in Vietnam.
